REGISTRATION and CHECK IN - Tournament Headquarters is located at Heritage Recreation Center, 9010 128th St E, Puyallup, WA 98373. All Teams must check in at least one hour prior to their First Game at the Headquarters. Registration packets including instructions and participation pins will be available at the registration check in locations. All teams must submit a final tournament roster listing the name, jersey number and birth date of each player at least one hour prior to their first tournament game and no changes to the roster will be allowed for the remainder of the tournament. Any player on tournament roster whose information is hand written must provide proof of age at check in. No exceptions, all official team rosters must have the Association or Club Registrar’s signature verifying all players have been properly registered with a Youth Soccer Association, concussion compliant with a medical release on file for each player. Teams outside Washington State must provide proof of permission to travel. REGISTRATION DEADLINE - The deadline for entry is Aug 2nd or until 130 teams have registered and we will continue to accept applications after the deadline date on a space available basis. Any teams withdrawing before June 15th will receive a refund minus the processing fees. No refund will be awarded for any teams dropping after Aug 1st. PLAYER AGE AND ELIGIBILITY - Age divisions are for the 2019-2020 Season. Players may only be rostered to one team.
GUEST PLAYERS - Each team will only be allowed a maximum of 5 Guest Players. We ask that teams not stack their rosters with guest players that play at a significantly higher level than the team who is registered
TOURNAMENT AND MATCH SCHEDULES - The first match of the tournament will commence on Friday at 3:00 pm and the last game will be completed by 5:00 pm on Sunday. Saturday and Sunday start times will begin at 9:00 am. The tournament committee understands that some teams may have players who have to travel longer distances to meet game times. The tournament committee will make every effort to take this into consideration when scheduling. Special requests may be granted on a case by case basis especially for coaches who are coaching multiple teams. Please indicate information on application. HOME TEAM - The home team is the team listed first and will have the field end selection and be responsible for uniform change in the event of a color conflict. All Teams are encouraged to have an alternate Jersey.
SIDELINE REGULATIONS - Players and Coaches must be on one side of the field and remain two yards behind touch line and not within 18 yard of end lines. Spectators on the other side. Only those listed on the approved tournament roster may be on the teams side of the field with limit of 4 coaches/trainers.
LAWS OF THE GAME - All matches must be played in accordance with FIFA Laws of the Game, and Washington Youth Soccer Operating Document Rules of Competition, unless noted otherwise in the rules. Either team, with consent of the referee, may make unlimited substitutions during any stoppage of play. All games will have a five (5) minute half time. Ties will stand except in the Championship Games. Official time is kept by the referee and will be a running clock. No overtime. Championship games, if tied, straight to PK shootout. U10 and U11 will use build out lines, no headers, Goalie can’t punt or drop kick ball, offside at build out line. U9-U10 7 v 7 2 x 25 U11-U12 9 v 9 2 x 30 U13-U18 11 v 11 2 x 35
PLEASE NOTE - If the start time of a game is more than 20 minutes behind schedule, the referee will inform the coaches that the game time will need to be shortened 5 minutes for each half. This will not apply to Championship games.
SCORING AND TIE-BREAKERS - Win 6 points Draw 3 points Loss 0 points Goals 1 point per goal, up to 3 maximum Shutout 1 point for holding opponent scoreless (0-0 draw will result in each team earning 4 points) TIE-BREAKERS 1. Head-to-head competition 2. Fewest goals allowed 3. Goal differential in all games (max of 3 per game) 4. Most number of wins 5. Coin toss MATCH AND SCORE REPORTING - Referee’s will turn in game cards after the match. Coaches should verify the score with the referee at completion of match. FORFEITS -Teams not ready to play with at least 5 players 5 players for U10, 6 players U11 and U12 and 8 players for U13 and Up by 10 minutes after the scheduled start time will forfeit the match. This circumstance will result in a 0- 1 loss for the team that was required to forfeit.
TERMINATED PLAY BY REFEREE - If in the opinion of the game officials, game play must be terminated for misconduct of the coach, players and or spectators, the offending team will be charged with a 0-3 loss. PROTESTS & DISPUTES - No protests will be allowed and all referee decisions will be final. Yes, referee errors are made, but for the sake of tournament play, there will be NO protests or overruling of calls made by the referee staff during games. The Judiciary/Disciplinary Committee will settle all disputes. CONDUCT & DISCIPLINE BEHAVIOR - Coaches are responsible for the behavior of their players, parents and fans. Lack of control by either, or both, teams can result in match forfeiture and possible disqualification from the tournament. Any player or coach sent off will be disqualified for
the remainder of the match and will be suspended from the next match. The home state association or club/league may choose to impose additional penalties on the persons involved. CAUTIONS (Yellow Cards) & SEND OFFS (Red Cards) - Any player receiving two yellow cards or one red card in a game will be sent off from the game. If upheld by the Disciplinary committee, said player(s) will be disqualified for the next match. A player accumulating three yellow cards during the tournament may have to sit out the next scheduled game. All red cards may result in further disqualification and or elimination from further play in the tournament. All yellow and red cards affect this tournament only. However, the respective state, provincial or national office of the disciplined team or player will be notified. GAME BALLS - The Tournament will supply one game ball for each game. Each team will provide a back up ball approved by referee. FIELD RULES - Absolute no food or sugary drinks on turf fields, no animals (except service dogs), alcoholic beverages, smoking or verbal abuse of anyone at any field. Please use recycle bins and leave no garbage. All field rules are subject to additional local rules. – Only Coaches and player allowed in field area, spectators in stands only.
